Description: <DIV STYLE="text-align:Left;"><DIV><DIV><P STYLE="text-align:Justify;"><SPAN>As decreed by Law 1 from March 1, 2001, the Law for the Integral Development of Special Communities of Puerto Rico, the economic transformations that have occurred in Puerto Rico in recent decades have produced benefits that have not been equally shared by all sectors of the country. Hundreds of thousands of Puerto Ricans live in conditions of poverty, basic infrastructure, unacceptable environmental conditions, poor housing conditions, high rates of criminal behavior, domestic violence, mistreatment and abuse of minors, teenage pregnancy and the use and abuse of controlled substances, among others, totally unacceptable for a civilized society, which has not had access to opportunities for development in both the economic and social spheres. These living conditions are present in pockets of poverty, in urban areas, in isolated rural sectors and in many families living in public housing. This Law recognizes that the development of special communities must be led by themselves, becoming effective agents of change, capable of establishing and achieving their goals and objectives aimed at achieving a better quality of life.</SPAN></P><P STYLE="text-align:Justify;"><SPAN>Attributes in this feature class include: community name, municipality and barrio where it is located, administering government agency, geographical limits, whether bodies of water are nearby, dotational and social capital infrastructure, type of community, construction material and condition, environmental quality assessment, utilities and transportation infrastructure assessment, and emergency response infrastructure assessment.</SPAN></P><P STYLE="text-align:Justify;"><SPAN>Feature class provided by Puerto Rico Department of Housing did not include metadata or documentation, leaving many attribute data up to interpretation.
